Alemka Markotić, MD, PhD, is director of the University Hospital for Infectious Diseases, Zagreb Croatia, and full professor at the Medical School, University of Rijeka and Catholic University of Zagreb, associate member of the Croatian Academy of Sciences and Arts and full member of Academy of Medical Sciences of Croatia. She received a US National Academy of Sciences (NAS), National Research Council (NRC) Postdoctoral Fellowship. For her research, she earned seven national and nine international awards. She has published over 100 peer-reviewed papers and delivered numerous national and international presentations. She was member of the Homeland Security Council and was appointed as the member of the several NRC Committees (Board of Life Sciences, The US NAS). Currently she is a member of the National Crisis Headquarters for COVID-19 in Croatia and is nominated as a national expert to the European Commission Ad-hoc Working Group on R&I response to Coronavirus by the Croatian Ministry of Science and Education. During the war in Bosnia and Herzegovina, she helped organize and provide medical care through the “Caritas“ Charity Pharmacy and Health Care Unit in Sarajevo and served as medical coordinator at the Catholic Relief Services for the refugees and displaced persons during the war in Croatia.
Christiane Woopen
University of Cologne, Chair of the European Group on Ethics in Science and New Technologies
Christiane Woopen is Professor for Ethics and Theory of Medicine at the University of Cologne. There she is Executive Director of the university-wide Cologne Center for Ethics, Rights, Economics, and Social Sciences of Health (ceres). At the Faculty of Medicine she heads the Ethics Research Unit. As coordinator and leader of national and international research projects, she is concerned with ethical aspects of gene editing and reproductive medicine, quality of life, ageing, neuroethics and the range of topics relating to health and society in the digital age. In addition, she is involved in the field of political consultancy, among others as Chairperson of the German Ethics Council (2012-2016), as President of the Global Summit of National Ethics Councils (2014-2016), as a member of the International Bioethics Committee of UNESCO (until 2017), as co-spokesperson of the Data Ethics Committee of the German Government (2018-2019) and, since 2017, as Chairperson of the European Group on Ethics in Science and New Technologies (EGE).
Andreas Alois Reis, PD Dr. med., MSc

Andreas Alois Reis (PD, MD, MSc) is the Co-Lead of the Health Ethics & Governance Unit in the Research for Health Department of the Division of the Chief Scientist at WHO in Geneva, Switzerland.
After medical studies and practice in internal medicine in Germany, France and Chile he pursued studies in health economics and obtained a post-graduate degree in biomedical ethics. His main area of work is public health ethics, with a focus on ethical aspects of infectious diseases and outbreaks of emerging pathogens. Other topics include the ethics of public health surveillance, health research, and big data and artificial intelligence.
He has lectured and organized trainings for WHO in more than 50 countries and is serving on the editorial boards of Public Health Ethics and Monash Bioethics Review. He has published widely and is the co-editor of three books on bioethics and public health ethics.
David Archard
Chair of the Nuffield Council on Bioethics, Emeritus Professor of Philosophy, Queen’s University Belfast
David Archard was appointed Chair of the Nuffield Council on Bioethics in 2017. He is Emeritus Professor of Philosophy, Queen’s University Belfast. He has published extensively in applied ethics, moral and political philosophy, and jurisprudence. He authored Children: Rights and Childhood, widely regarded as the first book to offer a detailed philosophical examination of children’s rights. Between 2005 and 2016 he was a Member of the Human Fertilisation and Embryology Authority, and latterly its Deputy Chair. He is also currently a member of the Clinical Ethics Committee of the Great Ormond Street Hospital for Sick Children, and is Honorary Vice-President of the Society for Applied Philosophy.
Marko Trošelj
Senior adviser, Croatian Personal Data Protection Agency
Marko Trošelj is a senior adviser at the Croatian Personal Data Protection Agency. He is a lawyer with 6 years of international experience in the field of personal data protection. As a representative of the Agency, he actively participates in the implementation and monitoring of the harmonization of national regulations in the field of personal data protection with the legislative framework of the EU. He participates in work of national expert groups in drafting new legislation regulating matters in the field of personal data protection. He is an active participant of the EDPB Compliance, e-Government and Health Expert Subgroup. His main job tasks include: giving expert opinions on draft laws and proposals of other regulations in the area of personal data protection; providing legal advice and expert support and opinions on agreements, treaties and other acts; drafting expert opinions and recommendations and providing expert support in new business processes; systematic monitoring of relevant national and EU legislation and case law. As a representative of the Agency, participates also in the Working Party on Telecommunications and Information Society of Council of Europe and speaks at national and international conferences on the topic of the General Data Protection Regulation.
